The OQ Program Administrator is responsible for facilitating all elements of the qualification process as part of the Companies Risk Management efforts to maintain compliant to the Department of Transportations (DOT), Pipeline and Hazardous Material Administration (PHMSA) Operator Qualification (OQ) law. As a “Program” Administrator this position is responsible for the company’s OQ Program as well as administering the company’s use of OQ Provider Programs.

Major Job Elements

  • Responsible for the duties as the primary contact and administrator for enterprise Operator Programs utilized for OQ Qualifications. This includes understanding and facilitating all program positions, processes, collateral, system use, and program integrity and how they are to be applied for Company use. Duties also include managing access, training / facilitating training others to the use of the program in the capacity of an individuals granted access and managing program updates and changes. This position is responsible for processing accounts payables associated with the Provider Program.
  • This position will also be required to travel to Provider locations, attend program update meetings / conventions and will be required to visit Company operations locations and job sites. Responsible for the duties as the primary contact and administrator for enterprise Operator Programs utilized for OQ Qualifications. This includes understanding and facilitating all program positions, processes, collateral, system use, and program integrity and how they are to be applied for Company use. Duties also include managing access, training / facilitating training others to the use of the program in the capacity of an individuals granted access and managing program updates and changes. This position is responsible for processing accounts payables associated with the Provider Program. 
  • This position will also be required to travel to Provider locations, attend program update meetings / conventions and will be required to visit Company operations locations and job sites.
  • Responsible for facilitating and/or supporting Region / Business Units with the use of Provider Program databases and/or web pages. This includes day-to-day communications with Region / Business Unit OQ Team members.
  • Responsible for supporting the OQ Manager with reporting results with the Provider Programs.
  • Responsible for processing original qualification, training, and associated documents for OQ Provider Programs and OQ Professional Position training and certification performed by the field operations for programs where centralized processing is required or when centralized processing is the best solution. Duties include managing and handling documents from evaluators and proctors.
  • Responsible for supporting the development of database meta-data as it applied to the Program Provider they are responsible to administer.
  • Responsible, as part of the audit team, to support and/or facilitate document and record audits including reconciling OQ Provider Program records with the H&MSS OQ Database.
  • Additional roles applied as needed:OQ Clerk: in the absence of an OQ Clerk or in the event of work overload, responsible for ensuring archived documents are readily available for audit and incident requests by scanning documents and posting to compliance associated records in OQ Database.Trainer: responsible for presenting, training and/or facilitating basic H&M Shared Services OQ Program positions, process and form use.Program System Attendant: responsible for set up, manipulation, security, and process integrity for 3rd Party programs that require the contractor to provide on-site support.
  • Department Business Administrator: responsible for processing accounts payables, tracking employee vacation/sick, managing supplies, and tracking department equipment.
  • Program (Master) Trainer: Vetted by Provider to train and apply position certification to successful candidates including craft trainer, evaluator, and/or proctor.
  • OQ Region / Business Unit Administration: Responsible for processing original qualification, training, and associated documents for OQ Provider Programs and certification performed by the field operations for programs as part of the development of the enterprise program when a new region or business unit has yet to establish the position of OQ Administrator OR in the event the of supporting the region or business unit while a replacement of a vacancy can be established.
  • Proctor: responsible for the facilitating the integrity of the knowledge qualification process. Duties include grading tests and notifying operations of results.
  • Available for any necessary support to facilitate and maintain the company’s position and integrity as it applies to the OQ law, including but not limited to payable processing, attendance at Provider shows, company meetings, conference calls and gatherings, etc.
  • Responsible for participation and support facilitating the Company’s Safety Transformation efforts as an employee and on a personal level.
