Overview:

The overall responsibility for this position is the estimating and assisting with proposal development and project cost. The estimator will prepare complete cost estimates for transmission or substation construction projects.  Assigned projects range from medium to large size and complexity and must be prepared either directly or through subordinate personnel. Prepare portions of contract proposal estimates for one or more disciplines, including the determination of applicable project plans and specifications

Major Job Elements

  • Review and incorporate historical data from past projects, subcontractor costs, productivity analysis reports, etc. into unit and man-hour figures. 
  • Review contracts, proposal specifications, drawings, attend pre-bid meetings, etc. to determine scope of work and required contents of the estimate. 
  • Prepare estimates by calculating the complete takeoff of the scope of work. 
  • Coordinate total estimating effort relevant to a particular bid / project. 
  • Review all final estimate packages with operations personnel prior to formal quotation, to insure accuracy and completeness. 
  • Participate in bid strategy and presentation meetings as requested. 
  • Support Corporate and Region personnel in preparation of estimates. Provide technical support as necessary. 
  • Maintain files of working documents as back-up for estimate figures. 
  • Assist in developing and supporting the proposal response.  Includes writing work plans, schedule development, other technical response.      
  • Manage RFP process for necessary suppliers and subcontractors. 
  • Interface with owner, A/E, partners or other contractors to provide engineering and cost data to assist Operations in the final evaluation of bid / proposal. 
  • Follow awarded contracts – may include estimating extra work items, change orders, credits; procurement of material etc.
  • Facilitate contract hand-off to PM / Operations, Includes job cost tracking set-up, development of revenue recognition units and productivity analysis reporting.
  • Perform additional assignments as required.
  • 20% travel often upon short notice. 

Qualifications

  • Four year engineering/construction management degree or equivalent combination of technical training and experience required.
  • Minimum 5 years’ experience in estimating, cost control and/or engineering experience related to power transmission, distribution and/or substation construction.
  • Advanced knowledge of estimating techniques and cost control, plus the ability to interpret computerized cost data and systems is essential
  • Knowledge of scheduling programs desired.
  • Understanding of Project Management Methodology a plus.
  • Must have the ability to prepare complex proposals with minimal supervision. 
  • Good communicative and interpersonal skills required. 
  • Experience with electronic bid software, B2W experience desired. 
  • Excellent presentation skill along with MS Office products.
